India launched on its development journey in the year 1987 by commissioning its first hydropower plant of 130KW installed capacity at Sidropang in Darjeeling. Since then the trajectory of growth has been rapid with such major multi-purpose projects like Bhakra, Hira-Kund, Chambal and DVC. The electricity generation capacity on the eve of first Five Year Plan (1951) was 1712MW, and it increased to about 93252MW by March, 1999.1 Thus, installed generation capacity has grown at about 9 per cent compound growth rate over a period of 50 years.
